NYCEDC and HPD issue RFP for redevelopment of 1.65 million s/f

The New York City Economic Development Corp. (NYCEDC) and the New York City Department of Housing Preservation and Development (HPD) are issuing a Request for Proposals (RFP) for the redevelopment of six acres of city-owned land located on the Lower East Side. The redevelopment of these nine parcels represents an opportunity to build and operate a1.65 million s/f development (the Project) on one of the largest contiguous parcels of city-owned land south of 96th St., which has been a void in the urban fabric for 45 years. Through close collaboration with the community, ULURP approval was obtained on October 11, 2012 - the Project has full land use approvals. The Project development program allows for approximately 60% housing and 40% commercial space. Community facility space is also encouraged within the Project. The Project program includes 1,000 residential apartment units split evenly between market rate and affordable units. In addition, the Project will include two major public amenities: a 15,000 square foot open space and an expanded Essex Street Market. HPD/HDC subsidy will not be available for the development, however other benefits may be available depending on the program proposed. HPD and NYCEDC plan to select a Respondent(s) on the basis of factors stated in the RFP which include, but are not limited to: overall quality of the proposal, quality and nature of design, economic impact on the City, availability of financing, the project's overall feasibility, and the Respondent's development and managerial experience.
