Mamaroneck unveils capital plan with $37 million in flood mitigation

Mamaroneck, NY The board of trustees adopted the village’s first ever five-year capital budget program that plans for long-term, large scale capital projects and infrastructure needs over several years. Historically, the village has implemented a one-year capital plan, but no such budget was adopted over the last three years. It is essential to have a multi-year plan as flood mitigation projects take years to implement from design and engineering to construction and completion and require financial investment.

The approval of the plan comes as the village, in partnership with Westchester County, advanced two flood mitigation projects into planning, engineering and design, which include the Anita Lane Bridge and Halstead Ave. Bridge. Planning, engineering, and design work is expected to begin in early 2026. Westchester County has committed more than $20 million to these projects.

“The board of trustees has pledged to cultivate a new era of transparency and fiscal responsibility, while implementing a long-term comprehensive plan for flood mitigation. Our residents have waited long enough and deserve a solid flood mitigation plan that will address their concerns and improve safety from flood events in our community. County executive Ken Jenkins has not only pledged much needed funding but also the necessary resources to work in collaboration with the Village.  We are grateful to have a strong partnership with Westchester County and look forward to working together,” said mayor Sharon Torres.

“Flooding has devastated Mamaroneck time and time again — and we know it will take serious planning, partnership, and investment to protect this community for the long term. The county is proud to support Mamaroneck and has committed $22 million to the Army Corps of Engineers project focused on the Village of Mamaroneck and the Mamaroneck and Sheldrake Rivers. We applaud the Village for this forward-thinking capital plan, which prioritizes infrastructure improvements that will safeguard lives, homes, and local businesses,” said Westchester County executive Ken Jenkins.

More than half of the Capital Plan will support flood mitigation efforts, the number one priority among Village residents, to address chronic flooding in the Village. The first year of the Capital Plan is more modest to align with the Village’s efforts to stabilize the Village’s current financial position.

During years two through five, the Village expects to make significantly higher capital investments with more than $9 million per year allocated to flood mitigation while the other proposed projects will support economic development, housing, public safety, parks and recreation and urban mobility.

The village has retained ChoiceWords as its grant writer to secure additional funding sources to support the capital plan and flood mitigation, which will be funded through a combination of grants, county, state or federal aid, and the village reserve fund. The village will also use bonds from debt service paid through the operating budget.
